Chapter Charcoal Grill
Chapter member Dwayne Hinojosa has built and donated a large charcoal grill. This grill can be used for chapter socials, airport open houses, air shows and so on to help us quickly prepare lots of food to sell. Be sure to have a look at the grill, and give Dwayne a big "Thank you".

Listen, Your Airport is Talking

As you drive by West Bend's Municipal Airport on Highway 33 the only sound coming from the airport is that of an occasional aircraft taking off or landing. To pilots, however, there's a far different story. Since the early days of manned flight there was a natural marriage between radio and aviation. The need for airborne pilots to receive and send information is obvious. Early attempts to use radio transmissions for navigation were crude at best. What a difference a few decades has made.

Today West Bend Airport is a fairly typical small airport with a half dozen different transmitters and nearly as many receivers at the disposal of pilots and ground personnel. Let's go on a walking tour of our airport. Plainly visible and known even to student pilots is the VOR, 109.8 MHz. This relatively modern improvement, installed in the 1970's is the inverted cone shaped building located near the runway intersections. It transmits a signal 24 hours a day that can be picked up by airborne receivers to inform the pilot of his/her bearing to or from the station. (No distance measuring equipment (DME) at West Bend.) The VOR actually serves a dual purpose. In addition to broadcasting navigation signals it is connected via a phone line to the Green Bay Flight Service Station allowing pilots to "talk to the VOR" by transmitting on 122.1 MHz and file flight plans, get weather information, and other air traffic assistance.

Less visible but well know to all pilots is the Unicom set on 122.8 MHz. Operated by West Bend Air staff, it allows pilots to request fuel, order a rental car, and announce their position and intentions for all other aircraft to hear. In fact the correct name is actually the CTAF frequency which stands for "Common Traffic Advisory Frequency".

Another navigational signal transmitted from the airport is the Non-Directional Beacon or NDB. Transmitting on a low frequency of 329 KHz it is one the oldest types of "nav" aids and will probably be de-commissioned eventually. The transmitter and antenna are located in a rather out-of-the-way corner of the airport near the east hangers. The localizer transmitter on 108.9 MHz, can guide pilots needing or desiring to land on runway 31, during bad weather, down the centerline of the runway. The antenna is plainly visible on the approach end of runway 13. Two other frequencies serve West Bend and are controlled by Air Traffic Control personnel at Mitchell Field. 124.75 MHz is a direct ground link to controllers and 125.35 MHz provides radar service to airborne traffic.

The newest frequency to serve West Bend has only been placed in service since last fall: 120.0 MHz. Called AWOS, Automatic Weather Reporting System, the visibility, wind, ceiling and other data are transmitted 24 hours a day. The same information is available by calling 334-6161.

It's no mystery to learn the "secret frequencies" of any airport. Just look in the Airport/Facility Directory published every 56 days by the Department of Commerce in cooperation with the FAA and sold at West Bend Air. In fact, a careful reading of the FARs, "da regs", requires pilots to know all information appropriate to their intended flights.

Next time someone asks you what those antennas and structures are for at the airport you can be "in-the-know".

New Member Dues

Free 3-Month Trial Membership

Effective April, 1999

A prospective member is welcome to a free 3-month trial membership. The prospect is invited to chapter meetings and social activities during that period, but of course must pay any fees that regular members pay (e.g. social dinner cost). The prospect will not have personal access to the chapter facility, will not have voting rights, and cannot hold any office, but can volunteer to serve as a non-voting member of a committee. The prospect need not be an EAA member to enjoy the trial membership.

We no longer offer an associate membership.

Hangar Rental

Who, How and Under What Terms

Effective April, 1999

It is intended that hangar spots be rented to chapter members. However, if at a given time no member desires a spot in the hangar, that spot can be rented to a non-member with the following understanding: If and when a member should want to rent the spot the non-member will either have to join the chapter or vacate the spot.

No Interference Rule: All renters of an aircraft spot will be able to move their aircraft from their spot to the outside of the hangar, and back, without moving any other aircraft. This is in the interest of avoiding damage to aircraft, and of avoiding the large winter heat loss associated with moving one aircraft in and out to access another aircraft.

The EAA Chapter 1158 Monthly Rental Agreement, and the guidelines posted in the hangar, provide the detailed conditions of renting a hangar spot, and should be read by any member considering renting a spot (reading this policy page is not sufficient). For example, the Rental Agreement states that only the owner of an aircraft, or someone to whom he gives permission, can move that aircraft. When a member is considering renting a spot, it will be necessary to gather all the current aircraft owners (or representatives they have appointed) to physically try parking the additional aircraft to see if it will fit without violating the No Interference Rule.

Should the situation arise where a renter is causing serious problems, the Hangar Team of the Facility Committee will ask all renters for their input, and will then make a recommendation to the Board of Directors. Only the Board of Directors has the authority to force termination of a Rental Agreement, and such termination must follow the terms of the Rental Agreement.

Member-Get-A-Member Program

Get a new member (or two, or three) in one calendar year,
and have your dues reduced the next year.

Effective March, 1999

As you bring aboard "qualified" new members, you reap the following benefits:

1st New Member within current year:

Sponsoring Member does not pay $25 dues next year
(thus gets 12 facility raffle tickets and pays $60)
2nd New Member within current year:
Sponsoring Member gets half the usual raffle tickets
(thus gets 6 facility raffle tickets and pays $30)
3rd New Member within current year:
Sponsoring Member owes nothing for next year
(no dues, no raffle tickets)
The bottom line is that current members go out and get new members. To participate, simply have the new member fill out a Chapter 1158 Membership Application, and have them fill in your name on the line "Sponsoring EAA 1158 Member". A new member becomes "qualified" once they have paid their dues, and once the board has reviewed their membership. The "paying their dues" part is just a bit complicated, in that we have a policy of not charging a new member current-year dues if they join between November 1st and December 31st. So, if your new member joins between January 1st and October 31st, they must pay the dues for that current year to be "qualified". If they join between November 1st and December 31st, they can become "qualified" once they have paid the next year's dues. The reason the board will review each case is that the spirit of this program is to gain truly new members. Convincing a member to rejoin after they left the chapter last year, for example, wouldn't qualify under this program. We don't foresee many cases where qualification wouldn't count, so please don't view this as a potential problem.

Facility Access

Who has personal access to where.

Effective November, 1998

Our chapter facility has three distinct areas:

  1. Meeting Room Area
  2. Hangar
  3. Project Rooms
Access to each area will be controlled by key or electronic entry. All regular members in good standing will have personal access to the meeting room area, which includes the large meeting room, lounge, conference room, flight planning area, kitchen and bathroom. Personal access to the hangar is limited to those members who are renting a hangar spot, plus the facility manager and a few other selected members. Personal access to the project rooms is limited to those members who are renting a project room, plus the facility manager and a few other selected members.

Effective April, 1999:
Non-member partners of a member owner of an aircraft in a rented hangar spot will have personal access to the hangar. However, non-member friends who fly the aircraft, but are not co-owners, will not have personal access, but are of course allowed into the hangar when accompanied by the renting member. Similarly, non-member partners of a member owner of an aircraft project in a rented project room will have personal access to the project room.

Response on Memorial Airshow

We just returned from the West Bend Memorial Airshow, and I wanted to take a minute to tell you how much we enjoyed ourselves. When I found that I had the Memorial Day Weekend free, I consulted the 'Calendar' at avweb.com and found your show, as well as the airshow traditionally held each Memorial Day weekend in Columbia, MO, just 90 miles west of my home airport, SUS. They had the Thunderbirds there, but they also had such potential crowding that they were encouraging transient pilots to land thirty miles down the road and catch a shuttle back. Not my cup of tea. I was thrilled that your ramp volunteers were willing to let me tie down in the grass and set up our chairs beneath the wing of our 182. The acts were fantastic, and I was surprised when the announcer stated that this was your first year for the show.

I have nothing but congratulations for you, for a job well done, and I look forward to a return visit with more friends next year.

Board Meeting Minutes

May 1999

A lengthy discussion was held concerning the paint colors for the exterior of the building. The sample colors Ron Champeny painted on the building didn't match the online rendition provided by Steve Roensch that had been determined to be the most appealing of the color schemes that were submitted. After looking through the color sample charts that Ron had from Sherwin Williams and matching them to each other the final colors were chosen as follows: Zircon (Gray), Carmine (Red) and the same dark blue as used on the EAA logo inside the hangar.
Ron Champeny announced that there was enough paint donated by Sherwin Williams and Hemaeuer to cover most of the building. Jim Dricken volunteered to donate the rest.
Saturday 8 May will be paint day at the hangar. Ron said weather permitting the exterior paint would be applied. If the weather doesn't cooperate the interior still needs painting so there will be work to do regardless.
Ron also showed the final blueprint for the building with the proposed West entrance that will be submitted to the city for approval.
It was discussed and determined that we have a brat fry to thank the sponsors that donated time and or materials for the building.
There was a discussion whether to adopt a chapter slogan that would be painted on the wall beneath the chapter number. No decision was made at this time.
Howard Kaney again stated the need for a membership committee comprised of more members than solely Biju Daniel. This was discussed and Dick Feldschneider volunteered to help Biju set up a membership committee. Glen Brandt assumed the invoicing responsibilities from the membership committee.
It was suggested and determined that shortly after Airventure Oshkosh we contact the local EAA members from the EAA HQ database and invite them to a special Prospective Membership evening at our facility to introduce them to our chapter. Howard Kaney will prepare a presentation for them.
Keith Brue reported on the status of the West Bend Airfest. He has volunteered to help Herb Baker formulate task lists and drive those lists for him. He asked for a list of names of the volunteers we have so far and that we inform them of the practice date, Saturday 22 May at 0800.
Glen Brandt reports $6500.00 in the account. He also said we need to fill the hangar space vacated by Ron Kridler. There are presently two candidates for the spot. The possibility of fitting five planes in the hangar was discussed.
Steve Roensch reported that he has updated the rental agreement and posted it on the web along with the updated Chapter Policy page. He has also updated the Chapter Membership application found on our web page.

June 1999

In lieu of our regular monthly board meeting tonight we had an informal post-Airfest social gathering for all members who wished to attend.
