Facility Report
by Ron Champeny, Facility Manager

READY FOR PAINTING!!!!!!!
Saturday May 8th is our next facility workday. We plan to tackle the outside painting. One airless sprayer with operator is available. Two more of the same would be ideal. We need lots of help with masking-off windows and preparation. If the weather is a problem we have several projects inside that we can work on. ****Lunch will be served.****
Please bring paint brushes, rollers and trays. We may need these if it is too windy to spray the concrete block.

THE BIG BLAST project was a great success with 23 members working on projects like: powerwashing, concrete work, wire pulling, planning and lunch.

Teamwork --- Many positive remarks have been received in regard to the: teamwork, ambition and talent of our chapter members!

I THINK WE CAN! I THINK WE CAN!
We are working day and evening hours to get the exterior finished by the 28th of May for the Memorial Air Festival. If you have even an hour available to help with this project please give a call or leave a message.

Thank you, Ron Champeny 334-4309

Chapter Mustang Social Event Results
by Steve Roensch, Raffle Committee Chairman

The drawing for the 18 winners in the Milwaukee Mustangs ticket raffle was held on Saturday, April 3rd. All day rain kept most people away, but about 40 people enjoyed the gathering. The raffle raised just under $500, to be used toward facility improvements. Thanks to all those who helped out the chapter by selling raffle tickets.

MEMBER-GET-A-MEMBER PROGRAM
by Steve Roensch, Board Member

A strong membership is the lifeblood of our chapter. Joining EAA 1158 gives a new member access to the many benefits our chapter has to offer, and in turn, gaining more members helps the chapter get the volunteer effort and financial support needed to continue.

To help our ranks grow, your board has implemented a "Member-Get-A-Member" program. The program, effective immediately, is relatively simple to administer, and inspires current members to find new members. The concept is simple - get a new member (or two, or three) in one calendar year, and have your dues reduced the next year.

Specifically, as you bring aboard "qualified" new members, you reap the following benefits:

1st New Member within current year:
Sponsoring Member does not pay $25 dues next year (thus gets 12 facility raffle tickets and pays $60)

2nd New Member within current year:
Sponsoring Member gets half the usual raffle tickets (thus gets 6 facility raffle tickets and pays $30)

3rd New Member within current year:
Sponsoring Member owes nothing for next year (no dues, no raffle tickets)

The bottom line is that current members go out and get new members. Both regular and associate members can participate in this program, and the new member can sign up as a regular or associate member. To participate, simply have the new member fill out a Chapter 1158 Membership Application, and have them fill in your name on the line "Sponsoring EAA 1158 Member". You can print the application at http://www.hnet.net/~eaa1158/joinappl.html, or call Biju Daniel at 335-0947 to get a copy.

A new member becomes "qualified" once they have paid their dues, and once the board has reviewed their membership. The "paying their dues" part is just a bit complicated, in that we have a policy of not charging a new member current-year dues if they join between November 1st and December 31st. So, if your new member joins between January 1st and October 31st, they must pay the dues for that current year to be "qualified". If they join between November 1st and December 31st, they can become "qualified" once they have paid the next year's dues. The reason the board will review each case is that the spirit of this program is to gain truly new members. Convincing a member to rejoin after they left the chapter last year, for example, wouldn't qualify under this program. We don't foresee many cases where qualification wouldn't count, so please don't view this as a potential problem.

That's it! Our chapter has a lot to offer to anyone in our community with an interest in aviation. Get the word out, get people to join, and reduce your dues in the process. Other than flying, what could be better?

Board Meeting Minutes
by Russ Kaye, Secretary

March 3, 1999
Present were: Howard Kaney, President; Richard Feldschneider, Vice President; Russ Kaye, Secretary; Glen Brandt, Treasurer; Steve Roensch, Dan Staehler, Keith Brue

The meeting began later than the usual 7:00 PM start due to a mix-up as to where we were meeting.>>Howard Kaney reported on our lease proposal and opened discussions on: The lease. Operating rules for other clubs using our facility. The need for hanger rental space keyholders names all to be on the rental agreement. All partners in partnership owned aircraft renting space need to be members of the chapter. The need for a new chapter Flight Advisor.

Dan Staehler reported for Ron Champney that the next facility workday would be 20 March.

It was moved by Steve Roensch and seconded by Glen Brandt that we implement the Member-Get-A-Member program.

The motion passed by majority. There was one dissenting vote.

A space for sponsor names will be added to the membership applications.

Steve Roensch reported on the Mustang raffle and asked that no Chapter Raffle tickets be sold at the event.

Glen Brandt reports $6,000.00 in the account. He also reported on the meeting held with Bob Mackey earlier in the day to discuss the possibility of our chapter running the Fly Market at EAA Airventure. Further investigation and discussion is necessary.

April 7, 1999
Present were: Howard Kaney, President; Russ Kaye, Secretary;Glen Brandt, Treasurer;Keith Brue, Ron Champeny, Jim Dricken, Steve Roensch, Dan Staehler, Herb Baker

The hangar access issue was discussed again. It was decided to allow access to the hangar to the non-member partners (with insurance) of member owners, but not to the non-member friends of owners who fly the owners aircraft. Added by Steve Roensch: In this context, 'access' refers to the non-member being allowed to have a hangar key. Non-member friends are of course allowed into the hangar when accompanied by the renting member.

It was also decided that if no member should desire a space in the hangar, that space could be rented to a non-member with the understanding that in the event a member should want the space the non-member would either have to join the chapter or vacate the space.

A decision was made to rent out the tie down spots to the west of the building until that time they would interfere with the proposed west entry and/or patio area.

It was moved by Howard Kaney and seconded by Jim Dricken that we should sell the chapter trailer that was damaged in the windstorm last year for $500.00 or best offer. Unanimously approved.

Ron Champeny reported that the next facility workday would be Saturday April 17 with an emphasis on power washing. He also reported the May social and homebuilders night is scheduled for Saturday May 22.

Glen Brandt reported a $6,000+ balance in the account and that the Mustangs event brought in $483.35>>Dan Staehler reported that we now have an answering machine with 4 voice mailboxes. It was suggested that the voice mailboxes be set up for the facility, Young Eagles, membership, and general information.

Howard Kaney reported the 501c3 is still pending, and that the floor plan for the hangar was submitted to the city. He also noted the City Council voted unanimously for the Airfest.

An open discussion was held on the ongoing problem of chapter communications. It was decided that a one-page newsletter would be sent to members without E-mail on the alternate months that the regular newsletter isn't sent containing the pertinent information being sent to others by E-mail.

Herb Baker reported the Airfest is progressing and that more help is needed.

Up, Up & Away
by Mark Hanrahan, Fly-Out Chairman

Sunday, March 7th was one of the better attended fly-outs we have had in recent months. Three aircraft of Chapter 1158 members and guests plus two of the "Old Rainbow Gang" all enjoyed a breakfast at the Cavu Café in Janesville. We were even joined by one member of the West Bend Aviation Explorer Post.

Easter Sunday both Keith Brue and Mark Hanrahan had the West Bend Air Aztec and Arrow reserved in the hopes that members needing rides for brunch at the Radison in Green Bay would come along. Abbie was the only one we could talk into it (and she ended up winning $1.50 in the Casino). Takeoff was delayed until 9:00 am when the fog and ceiling at ETB lifted a bit. Mark and Keith shared the expense of the Arrow and left the Aztec home, due to lack of passengers. The weather at Green Bay was less than forecast, so we had to shoot the full ILS 36 approach down to minimums but did so with no problem at all. Before our departure back to West Bend, we stopped in at the Green Bay FAA Flight Service Station. We have set up a tour of that facility for Sunday May 2, 1999, but we need to know in advance how many members will be attending so the FAA personnel can plan accordingly. Please call Mark at 243-3666 for reservations.

At this writing Mark and Abbie are packing to attend Sun & Fun at Lakeland, Florida. To our knowledge the only other Chapter 1158 member planning to be there is Bill Buettner. We are planning to meet up with five other pilots and their families from the "Old Rainbow Gang" and take in the sights second only to Oshkosh. The organizers are planning for 600,000 aviation enthusiasts and plans are for over 70 flying P51 Mustangs to be there also.

With better flying weather soon to be here we are looking for fly-in pancake breakfasts to go to. Let us know if there are any you are interested in. They are always fun.
