---------- Fly-In Report

Really great show - you did it! Even with the early morning storm which minimized our fly-in pilot participation, we stirred some interest in the West Bend airport and general aviation on the part of the locals, had a great time and learned a lot. The parachute drop, jaws of life, F-16's, Ford trimotor, pedal planes, war bird fly-by and aviation education exhibits including the homebuilts were all quite impressive - these are the things that stir the imagination and interest of the attendees and gain their support of general aviation.

While the area was not crowded there was a steady stream throughout the day of "eaters" at Bill's food concession with an equally steady stream of compliments about the pancakes, sausages and eggs. Thanks to Bill Buettner; it is this concession and those who worked at it so long and tirelessly, that paid the bills. Special thanks to all the chairmen that gave of their time so freely throughout the year in preparation for the "Fly-in & Open House" including Russ Kaye who handled exhibits and established an excellent path to follow from last year; Glen Brandt who ran the chapter raffles; John Dropik who handled
the pilots flying in to the event; Jim Pieper who got us the F-16's; Paul
Lupton and Tom Calenburg who put together the educational exhibits that
filled the city hanger; Terry Ganzel who handled the facilities and grounds;
Don Brinkley who handled the young eagles, built the pedal planes and coordinated getting the Ford trimotor; Mark Hanrahan who provided air traffic control; CAP for handling the direction of traffic on the ramps; Howard for his guidance and Allan Price who got the "word" out as our publicity director. A special thanks to Craig Devenport who allowed us to use his two prime hangers for the day. There were so many others who spent countless hours in preparation and during the event - well over 60 members plus many of their family members who worked together to make it happen. Drawing of the P-51 ride and Harley Davidson cycle winning tickets were a great finale for an excellent event.

As we participate, we all learn. Hopefully we can share out thoughts and get started early in planning for '99. I would like to invite all the chairmen and others who are interested to a "review" meeting at the FBO at 08:30 on July 18th - see you there and thanks for your participation in a job well done.

Chapter Raffle

HARLEY RAFFLE

By the time you read this, our Harley Raffle will be over. At this point, it looks like we will be in the ballpark of our stated revenue goal - be sure to attend the next few chapter meetings to get the details on the success of our raffle. This fundraising effort has given our young chapter a substantial amount of money to help accomplish the objectives of Vision 2000, the chapter roadmap resoundingly endorsed in a chapter vote earlier this year. These are big numbers, measured in tens of thousands of dollars, and will help tremendously in reaching our primary Vision 2000 goal, a chapter facility.

Looking over the revenue data as it stands now, a lot of members were actively involved in selling raffle tickets. Many other members are contributing to the chapter in other ways (of which there are many). But those who aren't need to realize that a volunteer organization by definition needs a lot of volunteering to stay on track.

As we move closer to obtaining a chapter facility, those that have
raised the necessary moneys, and those that have supported the
chapter in other ways, can be very proud. Hopefully, the aura this facility creates will incent all members to actively participate in our chapter. The much-improved social setting, a place to work on projects and aircraft maintenance, a base for Young Eagles rallies, an area in which to cater our annual social banquet, a centralized chapter library, a base for our Explorers Post, a staging facility for fly-outs, a nice location to hold seminars and classes (on safety, homebuilding, maintenance, restoration, and on and on), a room for chapter meetings without having to haul our equipment every month, a place to bring your family on Saturday afternoon, a focal point for future fly-ins - all this and much more awaits us. These are the interests of our chapter, as identified by our chapter survey, and they are directly addressed by a chapter facility. It is no wonder the chapter vote on endorsing Vision 2000 carried greater than a 97% "yes" rate. Now it's important to pool our collective resources to reach the goals we have set for ourselves.

The Test Card

Getting Started

So you are building or you have just completed building your plane. You have heard about the Flight Advisor Program and you are wondering what to do next to get involved.

Your chapter has a Flight Advisor, and you can contact me at 334-2624. The earliest time to contact your local Flight Advisor is when you are deciding what to build. You have your eye on a couple of models and you are just not sure what ones suit your fancy. An F/A can help you evaluate which of your choices will best fit your flying experiences and interests. Many projects don't get completed or get sold shortly after completion because the pilot and plane just don't "fit". Either the aircraft is "too much" for the pilot, the pilot gets bored with it quickly, or the plane is not the type the pilot has a use for (an example would be building a canard pusher and then being disappointed because most of the flying you want to do is in and out of short grass strips).

During the build you can keep your F/A appraised of your progress, as he/she may have some suggestions about what type of plane you can be staying
current in, or making sure he/she is ready with the information you will need as
flight time approaches. It is a good idea to see your F/A accompany your
Technical Counselor on visits to your workshop. It helps the Flight Advisor
get to know you and your plane and learn more about your specific needs.

How much help will you need from your Flight Advisor? You may have already decided to let a factory test pilot or someone else experienced in that model do the first flights. But YOU will still fly that plane soon. Your flight advisor can help you find the right instructor, should you decide some dual instruction is necessary. Or he/she can help find an experienced pilot to visit with you about the ins and outs of your plane. Your Flight Advisor may stay with you and your project from first meeting through the first few hours of flight time, documenting for you, the EAA, and your insurance company your progress. Or you may not want such a close involvement and just may have occasional questions you may want to ask. Know that we are available to provide you with whatever level of support you are comfortable with.

It is strongly recommended to work with a Flight Advisor closely throughout. The reduction in accident rates of homebuilts since inception of the Flight Advisor Program speaks for its self and you can get insurance on your plane immediately with participation in the Flight Advisor Program.

Up, Up & Away

Due to very low ceilings and very poor visability, the May fly-out was cancelled as most airports in Wisconsin were below IFR minimums. We had to drive to the Ho Chunck Casino in Baraboo instead. It was a profitable trip for some and unprofitable for others, as those visits go. Fun was had by all anyway.

Now 'tis the season that the fly-in pancake breakfasts have started. A few of our members and myself had planned to attend the one in Manitowoc a few Sundays ago, but were curtailed by the devastation caused by the storm that hit West Bend airport May 31st. The State of Wisconsin publishes a list of these events and it is available in the coffee room at West Bend Air. If anyone wants to organize a group to attend one of these, let me know at 243-3666. Most of these are on Sunday mornings although a few are on Saturdays also. Abbie doesn't understand why anyone gets up on their day off at 6am to fly to eat pancakes in a cold hanger, but she does it to humor me.

Remember it's the first Saturday of every month we will fly somewhere for breakfast, weather permitting, meeting at West Bend Air at 8am for an 8:30 departure.

Don't forget the Fly-in Fish Boil & Campout on July 18th on Washington Island. I will be leaving West Bend July 17 around 5pm to camp that Friday night through Sunday morning on the 19th. If the weather is nice, we plan on flying to Mackinac Island for a Sunday day trip to bring some fudge back for Irene. The local folks on Washington Island bend over backwards for pilots coming in for the fish boil and their hospitality is second to none. No matter what the weather, we always have a good time. Board Meeting Minutes

planned for selling our motorcycle raffle tickets.>>Bill Buettner reported that the pancake-making
machine to be provided by a group in Watertown for our Open House will require a donation on our
part and payment of expenses for the person who accompanies the machine.>>Paul Lupton reported on
the proposed and scheduled educational events at the upcoming Open House. He suggested that we form
a work party and clean and paint the hangar in which the educational events will take place. Events,
programs, or demonstrations will include:
An FAA safety seminar
Hot-air balloon demonstration
Planes being built by chapter members
Milwaukee School of Engineering with their national champ model plane
A model airplane construction and flying contest
Flying Start program presented by West Bend Air
Northern Cross Science Foundation telescopes, lens grinding demo, rocket
Demonstration of rockets (burns but no flights)
Presence of an Air Force recruiter
Skydivers

It was moved by Pat Schmidt and seconded by Steve Roensch that we form a Facilities Planning Committee to acquire data on several options that might provide the chapter with a meeting place and other requirements. The motion was approved.

responsibilities include:
(1) Timely collection of dues
(2) Increasing our chapter membership, and
(3) Other responsibilities as determined by the board.
Passed unanimously.

It was moved by Roensch and seconded by Price that we increase the membership dues for 1999, leaving the level and structure of the increase to be determined later. Passed unanimously.>>Kaney agreed to communicate to our members on the Internet a request by our airport manager for help in cleaning the grounds after the very recent super wind storm (microburst) that caused an estimated $2 million dollars damage to our airport.>> John Compton, a professional fund raiser who is in West Bend on an athletic park project, graciously agreed to attend the Board meeting to give us a general picture of how to go about raising funds should it become necessary for our Chapter 1158 projects down the road.

If we get them, they will be free, they will be ferryable, and we will renovate them as a chapter project.>>An open discussion was held on views concerning the Open House just held and on such events in the future.>>Our skeleton Facilities Committee was enlarged and given the task of gathering facts to present to the membership at a chapter meeting in the fall.

Membership Report


MEMBERSHIP COMMITTEE

We are establishing a Chapter 1158 Membership Committee. Until now, this function has been handled by one person - previously Dan Staehler, now Biju Daniel. Given the size of our chapter, the need for timely dues collection, and the advantage of obtaining new members, we feel this job has grown to the point of requiring several people.

So, we are looking for a few volunteers to join Biju. The stated responsibilities initially include timely collection of dues and increasing our chapter membership, hence a Dues Collection Team and a Membership Growth Team.

The Dues Collection Team could initially consist of one computer-literate volunteer, who would set up a computerized billing process. We have software that could be used, if necessary, and the annual invoices could be mailed with a newsletter to save on postage. This person would obviously need to have a PC, and it would help if they had email.

For the Membership Growth Team, we need some creative volunteers. Some ideas include finalizing the chapter brochure, and maybe running a membership event or two (perhaps one flavored toward enthusiasts, and another toward pilots). Maybe an internal membership drive, which, with board approval, would waive the annual dues of any member that gets two or three new members in a year. The idea is to use your imagination to spread the word about our chapter, and hopefully watch the new members come aboard. Tom Ruhlmann has already volunteered for this team, and two or three more members would be great.

If you'd like to help your chapter grow and stay financially strong, go ahead and volunteer for the Membership Committee. You'll have fun, meet some fellow members, and provide an important function for your chapter. To join, contact Steve Roensch at 375-2228 or sroensch@execpc.com.

ASSOCIATE MEMBERS

There has been a lot of confusion about the "Associate Member" program. Members need to realize that they can be an associate member for only one year - after that they must join EAA to stay in the chapter. This article from our September/October 1997 Newsletter spells it out:

Get your EAA number in...

All members who have not submitted their EAA number as of August 1, 1997 will have their membership status changed to "Associate Member". The associate membership allows someone who is not an EAA member to join Chapter 1158 for one year maximum. Associate members cannot serve on the board. When the EAA number is received, regular membership status will be reinstated.

For those members who had their membership changed due to not being in the EAA as of August 1,1997 will lose their membership as of August 1, 1998.

A Moment in History

Aviation was evident in the City of Hartford as early as 1925 with the existence of a landing strip at the present day Kurt Spaeth farm, located approximately one-half mile northwest of the City of Hartford. Family names involved in aviation at that time were Hegy, Zunker, Courtney, Quandt and Miles.

Growth of aviation continued at a rapid pace such that in 1945 aviators of the area joined together to lease from various farmers a site containing approximately 219 acres, about two miles northwest of the City of Hartford. The main stay of this aviation venture was Mr. James Miles, who at age 31 was an experienced pilot and veteran of many flights over the famed "Hump of India". During the year 1945 the group spent many laborious hours developing two excellent crisscross grass landing strips.

At the time of the opening on April 5, 1945. James had six students in his flight school. Bruno Jordon was the first student to take a solo flight after four hours and fifty-five minutes of instruction.
